      <title>Kansas Changes Laws to Help Cyclists – 3ft and Dead Red</title>

He sent me a note that let me know Kansas has recently passed a couple of bills to help cyclists. The first is a &lt;a class="jive-link-external-small" href="http://www.kansascyclist.com/news/2011/07/3-foot-passing-its-the-law-in-kansas/"&gt;3-foot passing distance&lt;/a&gt;, similar to Colorado.&lt;/p&gt;&lt;p style="min-height: 8pt; height: 8pt; padding: 0px;"&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;The second one I found more interesting and I haven&amp;rsquo;t seen it before &amp;ndash; the &lt;a class="jive-link-external-small" href="http://blogs.kansas.com/gov/2011/02/22/house-greenlights-the-dead-red-motorcycle-bill/"&gt;&amp;ldquo;Dead Red&amp;#8221;&lt;/a&gt; law. It helps both motorcycles and bicycles that aren&amp;rsquo;t heavy enough to trigger a stop light change. If the &amp;ldquo;cycles&amp;#8221; stop and the light does not change (I&amp;rsquo;m not sure how long they&amp;rsquo;re supposed to wait) then they can proceed when it&amp;rsquo;s safe and no traffic is coming.&lt;/p&gt;&lt;p style="min-height: 8pt; height: 8pt; padding: 0px;"&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;Kudos to Kansas&lt;/p&gt;&lt;/div&gt;&lt;!-- [DocumentBodyEnd:a03f247f-2429-4ea4-873b-7b4c13cd186f] --&gt;</description>
