I don't see how you can come up with this ruling, especially since FED's rule is nearly identical to that of OBR:

MLB:

6.07 BATTING OUT OF TURN.
(a) A batter shall be called out, on appeal, when he fails to bat in his proper turn, and another batter completes a time at bat in his place.
(1) The proper batter may take his place in the batter’s box at any time before the improper batter becomes a runner or is put out, and any balls and strikes shall
be counted in the proper batter’s time at bat.
(b) When an improper batter becomes a runner or is put out, and the defensive team appeals to the umpire before the first pitch to the next batter of either team, or
before any play or attempted play, the umpire shall (1) declare the proper batter out; and (2) nullify any advance or score made because of a ball batted by the improper
batter or because of the improper batter’s advance to first base on a hit, an error, a base on balls, a hit batter or otherwise.

NFHS:

PENALTIES: For batting out of order (Art. 1 and 2):
1. A batter shall be called out, on appeal, when he fails to bat in his proper turn and another batter completes a time at bat in his place.
2. When an improper batter becomes a runner or is put out and the defensive team appeals to the umpire before the first legal or illegal pitch, or, play or attempted play,
or prior to and intentional base on balls or before the infielders leave the diamond if a half-inning is ending, the umpire shall declare the proper batter out and return all runners to the base occupied at the time of the pitch.

NFHS is the same as all other rules. You don't get an extra out when an improper batter is out on the play.

In fact, the NFHS rulebook is worded nearly identical to the PRO book on this. NFHS added "or prior to an intentional base on balls or before the infielders leave the diamond if it is a half-inning"

(a) The pitcher shall be charged with a balk if, while in contact with the rubber, he throws to the first baseman who is either in front of or behind first base and obviously not making an attempt at retiring the runner at first base.

As I read the OP, I have a balk. If he is 15 feet from first base and in line with first base, then the first baseman is in front of the bag, and the pitcher is obviously not making an attempt to retire the runner.

Frank, You may not be arguing that point for this particular play, but if you are....the third out was at second, so there is no ball to retrieve in foul territory.

Also, I don't see how you could apply that theory if the entire team left the field and then huddled together.

How big would a field have to be for then entire defense to leave fair ground before one player retrieves a ball in foul territory for an appeal? My point: An Umpire should be able to judge that a player was leaving fair ground to retrieve a ball to make an appeal, as he would be going directly after it, then return to fair ground for the appeal.

The catcher can reenter, but it would have to be in the 7 slot. The DH and the player he is DH for can never be on defense at the same time. And no player can switch spots in the batting order.

The reason the Tag definition doesnt say anything about VR is because the definition assumes possession of the baseball. (securely and firmly in hand or glove)

If after making a Tag the defender drops the ball, then this COULD be evidence of not having the ball securely and firmly. Judgement on behalf of the umpire.
