NL wildcard OFF rule, err, IFF ruling :-)

Mike,

Despite the purpose of the rule, which is, as you say, to prevent the cheap double play, the rule, as written, defines the IFF as one that could be caught by an infielder using ordinary effort. Period. There's no other judgment to be made.

So, when Kozma stops under the ball, that's when Holbrook judges "ordinary effort", which is sufficent to make the IFF call.

If you use Google to search for "2012 Rules Instruction Manual", I bet you'll find it. Some folks post it out in public, even though they're not supposed to.

FED says:

Rule 2-16-2:

A foul tip is a batted ball that goes directly to the catcher’s hands and is legally caught

by any fielder.

So, if the tipped ball doesn't go "direct" then it's a foul fly ball. While it's not in the rulebook, I like to use the phrase "perceivable arc."

You made the right call. You're not going to find "over the catcher's head" in the rules.

2.00 TAG - a fielder who has the ball in hand or glove may tag a base with any part of the body - foot, other hand, glove, head (though I wouldn't recommend this last one).

Kyle, that assumes that U3 is positioned properly. I can imagine a situation where F5 is playing very deep, and a U3 might be in front of F5. Shouldn't be this way, but I can imagine it. Especially since U3 called "time" on this play.

Umpire interference requires that the umpire be touched by a fair ball in fair territory (fair ball in foul territory is not sufficient), in front of a fringe infielder. So, if BU3 was properly positioned (in foul territory, deeper than F5), there's no way for umpire interference to occur.

What we know:

- Batted ball was ruled fair

- Batted ball touched BU3

What we don't know:

- if BU3 was in fair or foul territory (he should be in foul territory)

- if BU3 was deeper than F5 (he should be)

If BU3 was in foul territory, then this is a "live ball, play on" situation.

If BU3 was in fair territory, and he was behind F5, then this is a "live ball, play on" situation

If BU3 was in fair territory, and he was in front of F5, then it's interference, dead ball, BR gets 1B, other runners advance if forced.

Sounds to me as if this call was booted, but not for the reason the spectators think.

The appeal on R1 is a time play. R3 probably scores.

The appeal at 1B is NOT a play, so the defense can then appeal on R3 for the advantageous fourth out. If upheld, the run would not score.

I think you have it backwards. You're focusing on the penalty first, wanting to call that ball in situations where it shouldn't be. You need to first focus on what makes something an illegal piitch. Certain illegal pitches REQUIRE that there be runners.

That 8.01(d) comment applies ONLY to a ball that slips from the pitchers hand. You seem to want to apply it to other situations, and that's not valid.

You also left out four important words. From 8.01(d):

"A ball which slips out of the pitcher’s hand and crosses the foul line shall be called a ball; otherwise it will be called “no pitch” without runners on base, and an illegal pitch with runners on base."

Michael gave you the response about working behind the pitcher - only if you don't have your gear.

As to pulling a parent out of the stands - I generally find this to be an unacceptable solution. Unless they've umpired before, they won't know where to stand, won't know where to move, and don't know the rules very well. I would much rather do a game solo than rely on an unknown quantity as a base umpire, at least at competitive levels.

Instructional levels are a different thing - heck, that's how I got my start, as a parent umpire for my son's LL 8-9 team. But I had a reasonable handle on the rules, and studied some of the umpire sites to try to get better quickly.

For that matter, pulling a parent out of the stands probably wouldn't help in the OP's situation, since the parent probably doesn't know that if the batted ball hits the batter in this way that it's ruled a foul ball, and that the BU is actually expected to make this call.
