During Tournament play I would call it. During Rec/Fall ball I would not. However I would tell the coach what happened and what should have happened. YES, I WOULD GIVE A RULE CLINIC, because sometimes I think we umpires forget that the coach are learning the game at the lower levels just like we had to learn the game.

Now if the other coach came and asked me why I didn't call her out. I would say, "Your right coach, I had a brain fart". I would call the other coach over. Rule the BR out and not score the run.

We should not ignore any of the rules, but that does not mean we always call them. It depends on the age and skill level. Ex. 10u Rec. R1 on 2nd gets lost in the clouds and is standing off 2nd with the ball in the circle. I notice this, I call time, I go out to second with the coach. explain the rule and let her and the coach know the next person I see off the bag with the ball in the circle is out.

So for me when I am umpiring 18G I go by the book. When I am umpiring rec. I do a little coaching.

Once again any ump calling anything on this is looking for outs and needs to evaluate way s/he is umpiring.

No such thing as a "Quality Throw" in ASA, however in order for it to be interference on a B/R running in fair territory (does not matter how much, just that some position of the body is their) the fielder must be touching the white portion of the base (8-2-M-9). Per the OP you either have OBS or a Train Wreck (RS13-G). This sounds like a train wreck to me. Live ball.

There is a thing called preventative umpiring. Provide all play was done after the previous pitch and the ball was back in the possession of the pitcher, the blue saw the coach making a change he should have called time and asked the coach what he was doing.

There are many coaches (and blues) that try to get an out any way they can. IMHO this creates a mockery of the game.

The why the OP sounds to me is the blue is indicating that one the pitcher has the ball in the circle it is dead. Not true the ball is live and the LBR is enforceable. When reading the LBR you will note that it can only be in effect during live ball play. The reason the runners came home was because the ball was live and D errors. I guess i am just splitting hairs.

The ball is always live unless something causes it to be dead (foul ball, ball going into dead ball territory, blue calling time, etc.)

The pitcher with control of the ball in the circle does not make it a dead ball (8-7-T). A ball four does not make it a dead ball (8-1-C-EFFECT)

"Since the pitcher never had Possession blue said it was a live ball and runs count." Why the blue said this I have no idea. It is a live ball when the pitch has possession it just stops runners from advancing per LBR rules.

LBR is only about the pitcher. So yes one person can stop the action of a runner. Mater of fact that is why the rule was put in the book to stop the cat and mouse games.
