All (large diamond) mechanics agree that with no runners, BU is in A*, and with R1 only, BU is in B.

For other combinations of runners, there are generally three rules of thumb:

1) B whenever a steal of second is possible; otherwise C

2) C whenever a steal of third is possible; otherwise B

3) C whenever a runner is at second or third; otherwise B

You need to work whatever is required / the standard for your area / level.

* -- There are some who promote full-time B even with no runners.

Intorductions.

Take Home line up. Verify DH or P/DH or straight 9 (well, those last two are the same).

Take Visitors line up.

Ask "all equipment meets NCAA requirements?"

Verify game length (9 or 7 or 7-9 DH, unless first game goes 9+, in which case second game becomes 7, or ...)

Ask about halted game rule.

Ask about 10-after-7 rule.

Home coach discuss ground rules.

Wish both teams good luck.

And, I don't mention jewelry, or helmets on ball shaggers, etc in my HS meetings either.

I'd find a way to talk to PU, find out what he had and make it right.

Maybe he has it as you do -- he assumed R2 left early: Put R2 back and play on.

Maybe he has it as you, but R2 would have been out on the tag while returning: Keep the call

Maybe he had a different judgment from you -- he saw R2 leave just early: Keep the call (even if it wasn't his)

"What cues do you use to trigger your move over to 3BL-X?"

On throws from the field:

If F2 stays at the plate or has to move behind the first base line extended, use 1BX.

If F2 moves "forward", use 3BX.

If the throw is from the backstop area, go opposite the throw.

In either event, read the catcher (or whoever is taking the play at the plate) and be prepared to move.

FED (and, I think, NCAA), contains the rule "a runner is out when he passes AN OUNOBSTRUCTED preceeding runner."

Although that phrase is NOT (iirc) in OBR, it should be -- IF the obstruction is the proximate cause of the passing (just as we rule on a runner missing a base if the miss is caused by the obstruction).

The rule requires us to negate the effects of the obstruction. While that doesn't give the offense carte blanche to commit baserunning errors, it also doesn't give the defense a cheap out when their mistake caused the problem.

Then there's a swing on almost every pitch -- and certainly on every "checked swing" -- because the bat does make a slight move toward the ball.

What do you mean by "overruns?"

If you mean he continued in the straight line from second to third directly toward the dugout / OOP area, then the other answers are correct.

If you mean he "rounded" the base (as a normal R2 would do), then he has passed R3.
