Did a little digging on google --> it's a scam. One poster on another forum said he tried buying a Felt bike from them, paid through paypal, and his order status didn't change after 10 days so he tried emailing them but none of the addresses were valid. He called Felt and they confirmed that bingcycle was not an authorized dealer.

Watch out for starscycle.net as well. They use the same format (graphics are different). It's the same scam.

Stick to the old adage: if it sounds too good to be true, it probably is.
