John in Atl:  I know that when the 9-10 "Special Games" Tournament started in West Virginia our District (Florida District 15) sent a crew of Umpires up there for the first two or three years.

There were other Districts that were interested in sending Umpires so, to the best of my knowledge, Florida continues to send Umpires up there.

That said, since there are Tournaments 9-10s and 10-11s in both Baseball and Softball I'm not sure if Florida sends Umpires to all 4 Tournaments, but they might.

Kyle, that assumes that U3 is positioned properly.  I can imagine a situation where F5 is playing very deep, and a U3 might be in front of F5.  Shouldn't be this way, but I can imagine it.  Especially since U3 called "time" on this play.
