Unless I can find out otherwise, the Uganda team was legally constituted to play in the tournament.  (Otherwise, they would have been sent packing like EMEA did to the KMC team who had players from outside their chartered boundaries--a mistake, but nonetheless a violation.)

EMEA in the past has sent a runner-up if the champion had extenuating circumstances that kept them from going to the US.

I am still pi$$ed at the DoS for not doing in 2011 what they did in 2005 for document-challenged teams.
