In Virginia Beach there are tracks at every middle and high school. Look at the Virginia Beach City public school web site for a list of schools and locations. The one at Landstown High school is a rubber track. There is also a rubber track at Norfolk Academy which is right next to Virginia Wesleyan College. That is located right on the border of Norfolk and Virginia Beach.
