my daughter was renting in a funky little complex on Manchaca just off of Lamar when they kicked everybody out, turned them into condos and sold them for a ridiculous price...

You know, I had a **** of a time finding an affordable apartment, and your daughter's situation is exactly why...all the people that were renting in the apartments that got turned into condos snapped up all the affordable central/downtown apartments. I had to take the only apartment I could find (that wasn't in Pflugerville or East Austin), and it's crazy expensive (relatively).
