I have rheynauds so I have to be extra careful with my fingertips once it gets cold out, so I'm one of those runners who may be in shorts and a tank - and gloves. I've worked out a system that involved different "levels" of gloves, which has worked wonders the last year or two.
Stage 1: If it's dry, white cotton running gloves from one running expo or another. Stretchy gloves from Walmart would probably work just as well. I also have a nice, light pair of Hind running gloves that work better if it's damp or rainy.
Stage 2: Once it gets cold enough to wear pants and a long shirt, I break out my winter running gloves. I'm pretty sure they're also Hind and I picked them up at a running store for about $25. These would probably get most people through the winter - but not me.

Stage 3: Once it dips below freezing, I give in and resort to wearing ski gloves. They're big and awkward, but if the circulation in your fingertips is as bad as mine is, it's the only thing that seems to work.
