No it is not because of the whey powder. In fact, it is extremely unlikely you have actually put on 4 lbs of fat in less than two weeks from any cause. You would have to eat like a pig every day.
That said, the protein powder will add to your caloric intake approximately 4 calories per gram so the 25 grams is adding 100 calories per day. When you add calories to an otherwise energy balanced diet, you will gain weight. In other words, the protein is all going to fat.
The only alternative is to eliminate 100 calories of some other food. Protein powder is what most people call "empty calories" so, in order to not gain weight, you will be eliminating some real and healthful food in order to eat empty calories.
