I've been lucky to see Coach Mike Holloway at the track with athletes and never seen them use ankle weights. You might've seen some of the athletes he's coached on TV at the NCAA championships, World Championships, and the Olympics. For example:

Note: I did not ask Coach Holloway whether he advocates the use of ankle weights or not. Just mentioning the fact that I've never seen his athletes at the track using them. Not that it matters since it appears you are smarter and faster than these folks...
