How or Where do Chicago runners do hill workouts?

I live in Chicago and the only hill I've ever found is the one on the lakefront at Montrose.

How or Where do other Chicago runners do hill workouts?

I don't live in Chicago, but we have the same problem down in Champaign-Urbana. I can't comment on the safety of doing this in Chicago, but some of us flatlanders in C-U run parking garage ramps for hills.

"Mount Trashmore," a former landfill, which is located in Blackwell Forest Preserve near Warrenville, is the highest point in DuPage County. For really good hill running, it's probably worth the trip.
