Perhaps, if it looked like a nonwhite area was being neglected while whites were being helped.
That said, a week without power seems pretty normal for a storm of this magnitude. Am I wrong about that? I hope the elderly have warm places to stay.
The 'good' thing is that many rural and semi-rural folks have other options, especially if they live in older homes. There are fireplaces and firewood, and older folks have canned goods and preserves. My mother was a country girl, and goes into "Little House" mode in times like this. When an ice storm knocked out the power in my hometown, she cooked meals in a cast-iron skillet in the fireplace. My father couldn't live without his TV, so he and my uncle got a hotel room in Savannah, GA.
