Have you considered men's champion shorts? They seem to be cut fuller in the leg and do not bunch up either. My champion ones are probably 10 years old.....They are my all time favorites.
I have lso found that if you let your shorts sag in the front they do not bunch up as much...maybe it puts more fabric into the rise of the shorts???
Seconding the Brooks shorts.
I tried a running skort... worked AWFUL for me. Chafed worse than normal shorts-- It bunched up in the middle and was harder to keep down. Eck,
