I ride all winter in WI and let me tell you, legs are not usually an issue. Fingers, nose & toes are usually what get cold first. But here is what has worked for years for me. I start with a pair of cycling shorts. Then Long undies, good thin tight ones. A pair of tights, Performance has some good winter weight ones not too expensive. Last if it's really cold, I'll put on another pair of shorts to make sure that nothing important freezes.

Pearl Izumi makes some great gear for cold weather riding, including winter riding tights. I live in Minneapolis and wear these all the time- they work great. As a previous poster said, your legs are not the coldest part. Face, hands and feet are the problem areas. When it is really cold (and/or windy) I wear a face mask and ski goggles. I have lobster gloves and insulated cycling shoe covers for hands and feet.

I live in Indianapolis and we do not get as cold as where you live but we do get cold. They are very warm and in fact some times as we start to move in to winter these tight are to much because it is cold in the AM but warms up in Indiana in the PM. These guys are dedicated to riding in very cold (subfreezing) weather and have posted an lot of information. I have most problems with hands and toes and use hand and feet warmers for my loner rides (50+) in subfreezing weather. I use Lake Winter boots and Sugoi XT floves with Gore liners. Don't forgot wool as a baselayer, nothing made beats it for warmth and quick drying.
