How do I start a blog?

There's a link on th e"My Active" page to create a blog, but when I click on it I get a page saying I don't have permission to do that.  Is this something that comes only with a paid membership?

    I didn't get a direct answer from anybody, but I was able to get to a screen that looks like it'll let me set up a blog. Please give it another try and let me know if you were successful. Sorry for the delayed response!
