Can a 12 year old be on major and junior league rosters?

I know the rules changed this year allowing softball players to play on major league team and be called up to play on junior league team as well. Can a 12 year old play on major & junior league roster in baseball too? If so, is there some type of waiver that needs to be filed?
In Little league baseball, a league/age 12 can be rostered on a Junior Division team; with local BOD approval. [no W-port waiver needed]
However, if I am reading your question correctly..... such a player cannot be simultaneously rostered on two different LL divisions---in your case, Majors and Juniors..

He played on major league team and they're season's about to end. He'd like to play on the junior league team now because they'll play into July. But from what I'm understanding he can't do that. I know the softball rule changed and allowed a player to be called up and play some games on the junior league team but didn't know if it'd apply in baseball. Thanks for reply.
