Figured I ask the women here what kind of weight lifting will help tone the back of my arms (the stuff that will wobble when I wave when I'm older ) and help firm up my pectoral area (boobies) after breast feeding 2 kids. I am a runner and I do understand the benefits of cross training but none of it seems to give me focus on these areas its usually core work with pilates, biking and yoga

Recently I've started swimming and I really see a difference in these areas, plus the impact is much less pronounced on the body. I'm also a runner, but like you said it doesn't do much for these areas. Since I began combining the two it's made a big difference. Of course I still do pilates and yoga as well. Another thing to consider is your diet. The type of food you eat will help in your quest to tone these areas. Good luck to you!
