Really confused about how to get into the Boston Marathon!

OK, I'm super supportive of anyone who gets into the Boaton Marathon, but I couldn't get a number to run for the past two years because I need a qualifying time, however watching the runners there are a MASS of people that are walking the blasted thing... how can anyone who walks a marathon get a qualifying number? As for doing it in the name of a charity, there again I'm lost - I can and have run 20+ miles often but was denied the chance to run for a number of charities - what gives?

I believe they also give exemptions to runners who are local police, fire fighters, military, political dignitaries, etc. (but don't quote me on that).
OK, but there's no way all those walking were qualified due to being a civil servant or one of many nonprofits - there's got to be a trick to getting a number and running.
I believe that many of the sponsoring companies receive blocks of enrollments for them to give to employees to represent the company in the run. My brother runs marathons but is unable to qualify based on time. He works for HP and tells me that they have an annual lottery/drawing for all runners who want to participate in the Boston Marathon (I believe they receive around 50 enrollments to give out). He has been trying for several years and hopes to be drawn for next year's run. There are no qualification times required but they do start at the back of the race.
