Dear friends !
I live in a place with a very mild climate, where temperatures a rarely below 65 F. Now I will participate in a 5 mile run in a cold climate, with expected temperatures of about 30 F. I have long running trousers, a good shirt and jacket as well as gloves and a hat, but I am not sure how to prepare for the race.
To get to the competition venue I need to drive for about an hour. Should I go there in normal clothes and then change ? What about after the race ? Should I bring warm clothes to put over my running dress ? What should I drink ?

Bring sweats you can pull off before the race and put back on after the race. There's no rocket science here, just dress to be comfortable. As for hydration, make sure you're always hydrated....every day. Day of the race, just do what you normally do.
