Looking to hopefully start to go and run in the morning. One thing going through my mind that might be to overcautious is light. Some runners go out two to three hours before sunrise. Probably for me wont head out to maybe an hour or thirty minutes before sunrise. The question is though do you carry flashlights or vest to illuminate yourself on the road while the sun is setting itself up to rise?

Go to www.rei.com. There you will find a wide variety of lights - headlamps and clipon red beacon lights - designed to be worn outdoors. Also, many running stores carry reflective belts.
