A "day" means a calendar day. So if the kid throws 30 pitches on a Monday, he can't pitch at all on Tuesday. He can pitch again Wednesday.

when did LL start having tournaments for 8U?

A lot of Leagues/Districts have "Special Games" Tournaments for the lower age groups.

In our District we have one for 7-8s in Baseball and Softball.

Sorry, no Tee-Ball Tournaments !!!

They are NOT part of "The Tournament" - which starts at 9-10s.
